It is true that in some respects the inte- rests of the three classes are antagonistic, but so far as the broad issues of agri- cultural prosperity are concerned their interests are identical. As was suggested at Newport on Wednesday, this party should be Representative of landlords, farmers, and labourers. This party should consist primarily of county members of both political parties, and their first task should be to set the question on a new basis, above the jealousies and sus- picions that now hamper reform. A great deal might be done in this direction by the formation of an agricultural party in the House of Commons. What is wanted is that the present nebulous talk should give way to a definite policy, and that the attention of the public and of Par- liament should be focussed upon con- crete proposals. And meanwhile the national problem becomes more and more serious. Public opinion is aroused intermittently statesmen express hopes and aspirations and Parliament talks and adjourns. The decay of agriculture, the nation's increasing dependence on foreign sources of food supply, and the depopulation of rural districts are matters that call for immediate treatment, but so far Parlia- ment has not gone farther than to acquire a consciousness of the evils. This, of course, is the fact but what is wanted is an active policy rather than a passive attitude on the part of the members representing these constituencies. I There was a suggestive discussion by the Monmouthshire Chamber of Agri- culture on Wednesday on the subject of the formation of an Independent Agricul- tural Party in Parliament, Perhaps it may be asked why such a party should be formed when there are so many mem- bers representing agricultural constitu- encies, and pledged to look after the interests of their constituents.
